Arizona Chooses the Empowerment Paradigm with Arizona Empowerment Scholarship Accounts
The Arizona Empowerment Scholarship program, signed into law and created in 2011, was created to give disadvantaged students a chance to pursue education paths better suited to their individual needs. In 2022, due in large part to the persistent grassroots organizing efforts of our sister organization, Americans for Prosperity Arizona, the empowerment paradigm in education is available to all Arizona students—all Arizona students are now eligible for the Arizona Empowerment Scholarship program.

Arizona’s Empowerment Scholarship Accounts are driving variety in learning environments to suit all Arizona students and even making private school affordable for all, the Goldwater Institute finds. A 2024 report finds Arizona private schools are keeping tuition rates low as Arizona ESAs cover up to 100% of tuition costs.
With the Arizona Empowerment Scholarship Account (ESA) any Arizona student in grades K-12 can receive ESA funds and parents can apply for an ESA year round, regardless of income or zip code. Use ESA funds for:
- Private School Tuition
- Homeschool Education and Tutors
- Curriculum, Therapies, and more
